The ombudsman said he has received a report this autumn on blatant violations of children’s rights.
Municipalities have refused to bear the cost of hospitalised children completing studies in hospital schools in other towns, if they exceed the minimum age for compulsory education.
Kurttila regards the practice as a serious violation of the United Nations Convention on the Rights of the Child.
According to the ombudsman, those children may need to be hospitalised for several years, and for them the hospital school is the only place where they can get certificate for basic education.
