Four members of the Bensow’s children foundation (Bensowin lastenkotisäätiö) are suspected of aggravated tax fraud amounting to euro 300,000.
The Western Uusimaa Police Department also suspects the children's home board members of breaching official position.
The pre-trial investigation has been completed and the case will move to the prosecutor for assessment.
Hufvudstadsbladet, a Swedish-language newspaper in the country and national broadcaster investigative programme MOT have earlier reported ambiguities regarding the operations of the children home.
Lead investigator Viola Ikonen told news agency that the crimes suspicions are related to rental of homes by the inner circle.
The foundation operated a children's home in Kauniainen for almost a hundred years until it shut down a couple of years ago citing that suitable children could no longer be found.
