A proposal for using the party-list proportional representation voting system in provincial elections is not going to be implemented. 
 
The secretaries of several political parties told the news agency STT that the proposal did not get support and instead the system for voting individual candidates will be used.
 
In the proposed party-list proportional representation system, voters cast ballot for parties as per a list of candidates drawn up by the parties.
 
The secretaries of the political parties represented in parliament have reached a consensus on many principles governing the organisation of the provincial elections.
 
The leaders are set to complete the work this week.
 
The only issue open for discussion now is when the elections should be held.
 
In the future, the provincial elections are to be held at the same time as the municipal elections.
 
However, the municipal elections scheduled to be held one year later in spring have been deemed too soon. Postponing the municipal elections until autumn or holding the provincial elections together with the presidential elections in 2018 is under consideration.
 
One secretary of the opposition party said it was technically impossible to hold provincial elections in spring.
