According to a statement from the ministry, the goal is to create clarity in how motherhood is determined to safeguard the child’s interests as well as to promote equality.
The working group will also look at other basic rules on the determination of motherhood, such as how Finnish authorities should relate to motherhood based on foreign law.
The issue was raised when reform proposals to the Paternity Act were submitted to the parliament in June. At that time 14 ministers backed a proposition that called for legislation in situations where the child is conceived by the help of fertility treatments.
The working group is expected to complete its work by the end of October.
