The proposed constitutional amendment would have changed the number of districts from the current 12-18 to 9-12.
Mainland Finland now has 12 electoral districts.
The committee justified its rejection of the proposal by the fact that the current minimums and maximums are guaranteed by law to ensure the proportionality of political elections and regional representation.
In addition, the provision is intended, according to the committee, to ensure that any individual parliamentary majority or efforts by a governmental coalition cannot make significant changes to the electoral system.

The committee instead proposes that parliament require of the government the start of parliamentary preparations for the reform of election law.
Beginning of the preparations could, according to the committee, get the end result of increasing the voter turnout, enhancing the proportionality of the election, reducing latent electoral threshold and safeguarding regional representation.
