The proportion of foreigners in prisons is about 16 percent in Finland, compared to 33 percent in Denmark and Norway, and 22 percent in Sweden. The European average is about the same as Sweden's.
Finland's special feature is the large representation of European citizens. They were, according to the Council of Europe, little more than half of all Finland's foreign prisoners, while in the European average, they account for only one-third.
“The large proportion of EU citizens is due to the Estonians, which are the largest group of foreigners,” said Rise senior researcher Marja-Liisa Muiluvuori.
According to Rise's latest numbers, there are 480 foreign prisoners in Finland, of which 121 are Estonians. Other large nationality groups include Russians (37), Iraqis (35) and Lithuanians (32). The figures include remanded prisoners.
The figures published by the Council of Europe last week involve 47 member states. Rise's statistics on the nationalities of prisoners were compiled from May 2015.
