The researchers recommend, among other things, that children should be in-formed openly and honestly about issues involving them. In addition, foster care controls should be regular and efficient.
The University of Jyväskylä studied child welfare deficiencies from 1937 to 1983 at the request of the Ministry of Health and Social Affairs.
The study interviewed about 300 children, most of whom experienced mal-treatment while in foster care or children's homes.
The interviewees experienced physical and sexual violence, neglect of basic needs such as food or health care, and humiliation. According to researchers, the implementation of the recommendations should be regularly monitored.
