The premier emphasised that the cease fire agreement as well as the peace agreement are on paper.
 
According to the premier, the coming hours and days will determine how they will work in practice.
 
Stubb also believes that Russia views the agreement as the last opportunity to find a solution to the conflict.
 
On his arrival from EU leaders’ summit in Brussels, Stubb said French President Francois Hollande and German Chancellor Angela Merkel had taken the initiative from the front to ensure a peaceful solution.
 
“If Russia at this point turns its back on Ukraine and the West, then we will be in a long-term problematic situation,” said Stubb.
 
Stubb also does not believe that the EU leaders were discussing economic sanctions on Thursday as there is a need to give peace agreement a room.
 
However, the premier admitted that interpretation of the outcome of the paper born out of the Minsk negotiations is difficult.
