Helsinki Police Chief Lasse Aapio has opined that sexual harassment offenders could be subject to spot fines immediately after the offence.
 
Talking to the Finnish language daily Helsingin Sanomat, Aapio said whether sexual harassment should come under indictable offence should also be considered. 
 
In practice this will mean bringing changes to the current legislation.
 
According to the current legislation, sexual harassment is a complainant offence where the police are only obliged to investigate the allegation, if the aggrieved party demands criminal penalty.
 
The fine should apply in sexual harassment situations where there would be witnesses, Aapio told the newspaper.
 
According to Aapio, victims’ reluctance to demand penalty for sexual harassment offences they had suffered on New Year’s night in Helsinki halted police investigations into the incidents.
