Properly used, Pajuoja considers stun guns to be an acceptable instrument for police force.
According to the deputy ombudsman, in Finland one case of death stemming from the use of a stun gun was under investigation, but ultimately, the prosecutor made a decision not to try the case.
The electroshock weapon has been used by Finnish police for the last ten years. The only other Nordic police force to use stun guns are special police units in Iceland.
The Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punish-ment (CPT) and positions referred to by the European Court of Human Rights have expressed concerns about the use of the touch feature on stun guns.
The touch feature of the stun gun results in severe pain without leaving substantial marks, making it easy to abuse.
It is also argued that many deaths are associated with prolonged contact of stun guns' touch fea-ture.
