This is according to the ruling of the Supreme Administrative Court revealed in the Yearbook.
According to the court, the applicant would not be able to obtain a travel document from Somalia which is approved in Finland.
Due to this reason, the applicant is not required to present a travel document in accordance to the Aliens Act.
The Finnish Immigration Service had rejected the residence permit application, because the applicant failed to submit a travel document approved by the Finnish state.
The Supreme Administrative Court also annulled a previous verdict by the administrative court.
According to the Alien Act, based on the need for protection, the family members of foreigners who have been granted residence permits and live in Finland are in principle granted residence permits.
The Supreme Administrative Court returned the matter back to the immigration service for reprocessing.
