The exact amount was revealed upon the release of the annual report on Friday.
Nokia covers 30 per cent of the package while Microsoft contributes 70 per cent.
The amount paid to Elop rises to 25 million euros when other compensations are included.
Last year, the former Nokia CEO was paid 12,000 in housing benefits, 74 thousand euros for home security and about 1,000 euros of taxable income under supplemental medical and disability insurance as well as mobile phone and driver’s expenses.
The package also covers unexpended leave for over 200,000 euros.
Last year’s salary of the current CEO of Nokia, Rajeev Suri, was 7.3 million euros.
