National security grounds should be enough to justify carrying out intelligence on communication networks, said Colonel Martti J. Kari, deputy director at the Finnish Defence Intelligence Agency (FDIA).
According to the constitution, telephone communication or secrecy of correspondence is inviolable, and the constitutional protection can only be breached if the police have reasons for strong criminal suspicions.
In an interview with the Keskisuomalainen, a Finnish language regional daily, Kari said the constitution should be changed in a way so that matters of threat to the national security should be enough to justify intelligence on communication networks.
Kari referred to, for instance, people who lined alongside the extremist group Isis and have returned back to Finland.
“They are thus among us. The Finnish authorities, however, have no tools to access exchange of information between Finland and the country of origin.”
Colonel Kari is involved in the drafting of new military and civilian intelligence legislations.
