Rejection of internet banking to a US national

The Helsinki Administrative Court found no fault in OP Pohjola Bank decision not to grant a US national internet banking services.
 
According to the Court, the Helsinki branch of OP Bank did not grant online banking services on the basis of a US passport. 
 
The National Discrimination Tribunal had threatened the bank with a penalty of 5,000 euros and found it to be a discriminatory action.
 
A dual US-Italian citizen living and working in Finland had applied for online banking and pre-sented a US passport. 
 
The bank, however, declined to approve the online banking services, though it had previously opened a bank account using the passport.
 
The court considered that the network IDs [used in online banking] are a special kind of service, since they can be used in many places for authentication.
 
Under the law, the identification service provider is not obliged to accept the authority of a pass-port or ID card issued by an authority outside the EEA member states, Switzerland or San Ma-rino.
