The opening hours of shops and hairdressing establishments will be deregulated from the begin-ning of January 2016.
 
The President of the Republic on 30 December approved an act that repeals Act 945/2009 on the opening hours of retail shops and hairdressing establishments. The reform will take effect on 1 January 2016, said an official release. 
 
However, small business owners operating in shopping centers or similar concentrations will maintain the right to keep their shops closed one day each week.
 
The provision on this issue will be moved to the Unfair Business Practices Act (1061/1978). 
 
Business owners will have more freedom than before to decide on opening hours, said the re-lease.
 
The reform is an example of enabling regulation that is not based on orders and bans by legisla-tors but on flexible operating practices that promote business life and entrepreneurship. 
 
The reform is expected to improve the ability of retail companies to offer more working hours to their current employees and their ability to employ new full-time and part-time employees.
 
It will also improve the competitiveness of traditional shops in relation to online shops.
 
At the same time, consumers will have a better opportunity to shop in retail outlets when it is most convenient for them. 
 
The reform will also mean that shops and entrepreneurs with hairdressing establishments will no longer to be continuously obligated to apply for special exemptions. 
 
Provisions concerning the opening hours of retail shops, barbers and hairdressers have been con-fusing and difficult to understand.
 
Till now, permitted opening hours have depended on the operating sector of the shop, the prod-ucts on sale, the location of the shop, the floor area, and the time of the day and the month.
 
The exceptions to opening hours caused by religious and other public holidays have also added to confusion on when retail services are available. 
 
The limitations led to inequality between shops that are of different types and sizes, which were not justified from the perspective of competition neutrality and fairness.
