The accused are former chief director of Lapland, Tapani Pöyry and present chief director of North Ostrhobotnia, Matti Räinä.
According to the charges, Räinä and Pöyry remained absent most of the time while they participated in a five-day conference in Mexico.

Police recorded a total of 3,380 incidents of pick-pocketing in the capital this year and the number is 240 higher than the stipulated period of the previous year, police sources said.
