The differences between the municipal tax percentages may even out, if social and health care reforms are completed as planned, reported the Finnish language newspaper Keskisuomalainen. 
 
The taxation of private individuals may also be subject to substantial change, said the newspaper.
 
About half of all municipal taxes are to be transferred to the state. However, the contents of the social and health care reforms have not yet been fully decided.
 
Chief Economist Minna Punakallio of the Local and Regional Authorities pointed out that a large proportion of the population of small and poor municipalities are low-income and/or elderly.

They have a low, progressive municipal tax rate, though the municipal tax rate should technically be higher. 
 
Social and health care (sote) reforms may lead to greater tax bills, if the government’s “sote tax” changes from progressive to flat.
 
Currently, municipalities collect tax revenues over 20 billion euros a year.
 
Half of this amount goes to social welfare and health care.
