The proposal was included in the Katainen-led government’s structural reform package but the matter has not been presented before parliament yet.
Speaking during an interview with YLE TV 1, Räsänen insisted that the model would not be successful.
Räsänen said the model would not bring about savings in costs but, instead, it would be more expensive for the society due to increase in costs of municipality-run day care services.
The parents themselves should be able to decide among themselves who should take care of the child and when, said the minister.
Räsänen said the model would be against the objective of the structural reform package. The aim of the structural package is to get a balance between revenue and expenditure but, instead, the model would create more costs, he remarked.
The minister also termed the model strange in many ways. For example, eligibility for receiving the child homecare allowance does not depend on a person’s staying away from work, he pointed out.
“The child can be taken care of by the mother, father or grandparents and the only condition is that the child should not be taken to a municipality-run day care centre,” said Räsänen, expressing wonder at such a bill being possible even to be written.
