People on low income pay almost twice for housing costs when compared to the general population, says the National Institute for Health and Welfare (THL).
The proportion is especially high for those living alone and those with low incomes who live in cit-ies.
For those living alone in low-income housing, the amount of income remaining after housing costs falls below a reasonable minimum.
