A reform proposal has been initiated to create four new municipalities in the Helsinki region with the view to decentralize the power to ensure local government services more efficiently to meet the coming days challenges.

According to the proposal, one municipality will be consisted of Helsinki and Sipoo, second one consists of Espoo, kauniainen and kirkkoniemi, third one with Vantaa, kerava and part of Tusula and the fourth one will be consisted of Hyvinka,Jarvenpaa, Pornainen , Mantsala,Nurmijarve and North part of Tuusula.

The reform proposal also kept another option to create two municipal corporations.

As per the alternative proposal, the first one would be consisted of Helsinki, Espoo, Vantaa, Kirkkoniemi, Kaunianen,  Sipoo and Vihti while the rest one be consisted of Hyvinkaa, Jarvenpaa, Kerava, Mantsala, Nurmijarve, Pornainen and Tuusula.

Before taking the final decision, the authority requested the respective municipalities to make remarks on the proposals, which is due to pursued.

According to Henna Virkkunen of the Municipal Affairs Coalition, the parliamentary working group is looking for the feasibility of the plan which is to best fit for the master plan.

Meanwhile,  the Attorney General of Finland responded that he would investigate the draft reform bill of the municipalties whether it operated in accordance with the laws.

A complaint has been lodged with the Attorney General by left wing lawmaker Markus mustajarven which  prompted the further investigation in the regard by the Attorney General.

Markus said that the draft bill has been made on the basis of the statement provided by the municipalities but he argued that they did not have sufficient knowledge to express their actual position resulting the complaint.

He also added that the municipalities should have sufficient expertise to analyze the real situation before making any decision.

The ministerial proposal  led by Henna Virkkunen completed in last November and the deadline for making opinion in this regard scheduled to be ended on Thursday.
