The government's proposal on amending the Conscription Act is facing headwind, reported Finnish language daily Keskisuomalainen.
 
According to the newspaper, the Prime Minister's Office and the Ministry of Justice are butting heads over the proposal, which would give the Chief of Defence alone the power to call immediately up to 25,000 conscripts into training exercises.
 
The government's proposal envisions that the Chief of Defence order would come into effect immediately. 
 
At present, the order for training exercises must be sent at least three months in advance.
 
The Prime Minister's Office believes the decision regarding the chief of defence in light of the matter should be referred to the state without delay, said the Keskisuomalainen report.
 
The PMO included the Constitution in its justification for the proposal.
 
The Ministry of Justice believes that the decision to call 25,000 conscripts should not be made by the Defence Forces alone. 
 
The Ministry wants the draft law reviewed by the Constitutional Law Committee.
 
According to Keskisuomalainen, the Ministry of Finance wants to know why the limit for the decision is 25,000 conscripts.
