    The Confederation of Affiliates for Highly Educated People-Akava will offer unjustifiable fixed-term contracts to long-time unemployed persons, said the national broadcaster YLE.   Currently, fixed-term contracts are offered only for reasons like in case one is hired as a temporary replacement.   The basis for fixed-term employment could be set aside, so that the long-term unemployed would be employed, said Akava Director Maria Löfgren to Yle.    The temporary exemption would only apply to those unemployed for a year.
