The report released by the American Institute for Research (AIR) says Finland has been unable to attenuate the outer world and, as a result, has been losing its international leadership. 
The report points out that Finland’s role in United Nations organisations has decreased significantly compared to that of other influential countries.
Finland could play a much greater role in the UN peacekeeping forces in Africa, says the report, adding that bilateral relations are of much import for mustering international support.
The AIR prepared the report as an instrument to determine why the Finnish campaign for UN Security Council non-permanent seat had failed in October last.
More than 50 UN officials and a number of international delegates were interviewed as a part of the study.
Finland conducted a diplomatic campaign to win the UNSC non-permanent seat but eventually lost it to Luxemburg and Australia.
