The European Committee for the Prevention of Torture has again criticised the country for lack of toilet facilities and remanding suspects under investigation in police establishments, said the Ministry of Justice.
 
The committee has issued a provisional report on the findings of its inspection conducted in Finland in September.
 
According to the committee, opportunities for remanded suspects to participate in outdoor activities are weak and there are shortcomings in health care.
 
The committee held that remanding suspects in police establishments should be stopped.
 
It also criticised the slopping-out cells at Helsinki prison. Buckets are used at slopping-out cells to discharge human waste. These particular cells are planned to be wiped up through renovations in the coming years.
 
Furthermore, the committee found the environment at the new detention centre in Joutseno too prison-like.
 
The committee did not receive reports claiming ill treatment as a result of freedom deprivation.
