The Parliamentary Constitutional Law Committee on Tuesday rejected a citizens’ initiative bill proposing tougher penalties for drunken driving.
 
Jorma Sonninen, who spearheaded the initiative, was disappointing at the outcome.
 
Sorninen lost her 11-year-old daughter in 2012 in a drunken driving incident that also left her another daughter, a 16-year-old girl, seriously injured.
 
The proposal also had recommended reduction of the minimum level of acceptable blood alcohol content limit.
 
According to Sonninen, the committee has forwarded some good proposals including increasing the use of alcohol interlocks. 
 
“The use of alcohol interlock should be enacted into law starting from the first incident of drunken driving,” said Sonninen.
 
Anna-Liisa Tarvainen, managing director at Liikenneturva, said the organisation disagreed with the proposed measures to curtail the reduction of drunken driving. Thus, Tarvainen said, she was of the same opinion as the committee regarding the matter.
 
According to Tarvainen, the problem lies first and foremost with large alcohol consumption.
 
The problem cannot be saved by only dispensing fines and imprisonment, but needs management action. 
 
“Making penalties harsher or reduction of blood alcohol content limit are not the priority solutions in this matter,” stressed Tarvainen.
