The Parliamentary Assembly of the Organization of Security and Co-operation in Europe (OSCE) in Helsinki passed a resolution in the absence of Russian representatives on Wednesday to condemn the Russian actions in Ukraine and Crimea.

     The Canadian-sponsored resolution claiming "violations of OSCE commitments and international norms by the Russian federation" attracted 96 out of 135 votes. 32 parliamentarians abstained while 7 voted against.

     Explaining why abstention was chosen, parliamentarians from several countries said it was not correct to pass such a resolution while the "target" was not present.

     Finland had decided not to admit six Russian participants who appeared on an European Union entry ban list and Russia in return chose to stay out, excepting sending one representative for one day.

     The meeting of the Parliamentary Assembly has been characterized with unusually high degree of polarization in the debates associated with the situation in Eastern Europe.

     Talking to Xinhua, President of the Parliamentary Assembly Ilkka Kanerva said that "parliaments are like this", referring to the fact the Parliamentary Assembly represents all shades of opinions.

     Long time members of the Assembly said the high level of consternation was unique in the 25-year history of the OSCEPA. Kanerva said that it was a reflection of the difficult overall situation. He did not believe the hectic use of language in Helsinki would damage the diplomatic ties of the OSCE, which represents cooperation between governments.

     All representatives of the host country Finland voted in favor of the resolution that condemned the actions of Russia.

     The OSCEPA comprises parliamentarians from Europe and Euro-Asia as well as the United States and Canada.
