Four experts are preparing a report on the possible effects of Finland’s application to join military alliance NATO.

The report is being written by Finnish Institute of International Affairs Director Teija Tiilikainen and retired ambassador Rene Nyberg.

Retired Swedish ambassador Mats Bergquist and Francois Heisbourg of France, who is chairman of the International Strategic Research Institute (IISS) and the Geneva Security Policy Centre (GCSP), are also contributing to the report, said the foreign ministry.

During government negotiations, an agreement was made to commission another foreign- and security-policy report on NATO membership. Both studies are scheduled for completion this spring. 

Bergquist served as the Swedish ambassador in Helsinki in the 1990s. Nyberg was the Finnish ambassador to both Berlin and Moscow.

In his long international career, Heisbourg has been appointed as a diplomat as well as adviser to the French Ministry of Defence.
