A bill bringing reforms in the country’s social and health care (Finnish acronym ‘Sote’) system will be placed before parliament soon.
 
The bill agreed earlier by the ruling parties will be place before parliament at the end of this month or early next month, confirmed  Health and Social Services Minister Susanna Huovinen.
 
The Finnish language daily Helsingin Sanomat had reported earlier on Friday that the government parties had agreed on the contentious issues in the bill.
 
Huovinen confirmed that the parliamentary steering committee had agreed on how social and health care services will be produced in the future.
 
“There are issues which are still open. Hence, the bill cannot be referred to as complete,” said the minister.

The steering committee outlined that a single municipality cannot be charged with the responsibility of producing social and health care services, but the responsibility will be placed upon a confederation of municipalities.
 
Houvinen said it is important that production of social and health care services remain in the hands of the municipalities.
 
However, the minister did not wish to take a stand on whether there might be potential constitutional hurdles that may face the bill.
 
The minister said the Constitutional Law Committee will decide later whether the bill is constitutional.
 
Similarly, Houvinen did not comment on the nature of negotiations within the steering committee and neither did she reveal which party was made to compromise.
 
“The most important thing is that a common vision has been found; and for that I am very happy,” said Huovinen.
