Some of the men were released on Wednesday, the rest Thursday.
Detective Chief Inspector Eila Koivuniemi told the newspaper on Thursday that the preliminary investigation has reached the point that there was no justification for keeping the suspects jailed.
According to Koivuniemi, there is no danger that the suspects would obscure the investigation.
The suspects include both Finnish and Swedish men.
The criminal charges under investigation are, among others, participation in a violent riot and beatings.
The suspected crimes took place during a demonstration by the Finnish Neo Nazi group Suomen Vastarintaliike (Finnish Resistance) at the beginning of the month.
The police will continue with the preliminary investigation into the riot.
