The National Bureau of Investigation (NBI) will not initiate any pre-trial investigation into the remarks made by Perussuomalaiset (Finns Party) lawmaker Olli Immonen.

Three individuals submitted a request for investigation following a Facebook update in which the MP revealed his dream of fighting against the anti-multiculturalism.

It was hoped in the request that a clarification would be found whether the remarks were, for instance, a case of ethnic agitation.

However, according to the NBI, the remarks by the MP do not fit the elements of the crime, since Immonen did not specify any known group or entities.

A police statement said the MP himself has stated his opposition towards violence and hoped for a change only through democratic means.

The police said Immonen in a statement clarified the contents of the remarks and limited its interpretation.
Immonen posted the anti- multiculturalism Facebook update on July 24.

The message which was posted in English caused a massive public outcry leading to, among other things, pro-multiculturalism demonstrations across different cities.

The post read “I’m dreaming of a strong, brave nation that will defeat this nightmare called multiculturalism. This ugly bubble that our enemies live in will soon enough burst into a million little pieces. Our lives are entwined in a very harsh time. These are the days that will forever leave a mark on our nation’s future. I have strong belief in my fellow fighters. We will fight until the end for our homeland and one true Finnish nation. The victory will be ours.”
The police decision not to initiate a pre-trial investigation was already anticipated.

Kimmo Nuotio, a professor of criminal law at the University of Helsinki, in his assessment told the news agency STT in July that the remarks by the MP hardly meet the definition of punishable hate speech.

Nuotio considered the text an agitation speech, but was of the view that it lacked a clear address.
