The refugees will arrive in Finland within the next couple of months.
Finland has committed itself to accept a total of about 3,200 refugees from Italy and Greece over two years.
The Immigration Service has decided to receive 2,078 refugees so far, and the final thousand will be decided later.
More than 200 refugees were registered on Sunday with the Tornio reception centre. The Immigration Service estimated that 140 would cross the border on Monday.
In less than three weeks, more than 6,500 refugees have left Tornio for elsewhere in Finland.
